TO: Board of County Commissioners <br />TSROUGS: Jim Chandl r, County Administrator <br />FROM: Doug Wright, Director <br />Department of Emergency Services <br />DATE: January 5, 1993 <br />SUBJECT: Approval of Renewal of EMS Certificate of Public <br />Convenience and Necessity.for Indian River Memorial <br />Hospital Medical Transport Service <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS: 4 <br />In January, 1991, the Indian River County Board of County <br />Commissioners approved an EMS Certificate of Public Convenience and <br />Necessity for the Indian River Memorial Hospital Medical Transport <br />Service. The certificate was necessary in order to comply with <br />rules of the Florida Department of Health and Rehabilitative <br />Services for the Indian River Memorial Hospital to provide an EMS <br />service limited to interfacility advanced life support and non- <br />emergency transport. <br />The certificate was for a period of two years pursuant to the <br />Indian River County Code of Laws and Ordinances, specifically <br />Chapter 6.50. The certificate will expire in January, 1993, and <br />the renewal process should be accomplished in January. <br />ALTERNATIVES AND ANALYSIS: <br />The Indian River County Code provides for routine renewal of the <br />EMS Certificate of Public Convenience and Necessity on application <br />by the certificate holder. This can be accomplished without a <br />public hearing if the Board has no reason to believe that the <br />public health, safety, and welfare require it. <br />An application has been received from the Indian River Memorial <br />Hospital requesting renewal of the certificate. The EMS Director <br />and Medical Director have reviewed the application and EMS protocol <br />with the EMS staff and certifies no reasons are known or perceived <br />that would require a public hearing pursuant to the established <br />ordinance. <br />This provider, as with all others, will continue to be subject to <br />the authority of. the EMS Director and the Medical Director for <br />compliance ---with state statutes, administrative rules, and the <br />Indian River County Code of Laws and Ordinances. <br />RECOMMENDATION: <br />Staff respectfully recommends that the Board of County <br />Commissioners approve and renew the EMS Certificate of Public <br />Convenience and Necessity for the Indian River Memorial Hospital <br />Medical Transport Service to be effective for a period of two <br />years. <br />The certificate should specify that the EMS services is limited to <br />interfacility advanced life support and non -emergency transport. <br />rV <br />JAN 12199') BOOK 0 �" E� <br />
