That is <br />his choice. <br />Commissioner Adams observed that throughout the years the <br />intention was expressed that the connections would be made. There <br />have been diversions, and she was concerned about the lack of <br />responsibility because the DRI order and the DER letter make it <br />very clear that connection must be made. She was not sure that the <br />development and retention ponds affect the Indian River Lagoon but <br />the effect on the aquifer must be investigated. The disposal of <br />sewage waste is an environmental problem for all of us. It keeps <br />growing every year, creating a heavier burden on ourselves, our <br />children and grandchildren. We need to come to grips with it, take <br />the bull by the horns and solve the problem. We cannot ignore it <br />and let somebody else worry about it 10 years from now. The park <br />owners are irresponsible when they ignore the order to connect. <br />MOTION WAS MADE by Commissioner Adams, SECONDED by <br />Commissioner Macht, to authorize the County Attorney <br />to pursue immediately all necessary actions <br />necessary to: (a) require CMHP compliance with IRC <br />Resolutions and Agreements between IRC and Realcor- <br />Vero Beach Associates requiring connection of the <br />Countryside Mobile Home Park to the County regional <br />wastewater system and (b) collection of any and all <br />charges due, as recommended by staff. <br />Under discussion, Commissioner Tippin asked whether the motion <br />should include the language regarding the wholesale rate. <br />Commissioner Eggert recalled an evening workshop at which <br />staff was directed to review rates versus impact fees and we are <br />expecting that information within the next few weeks, so she <br />thought the matter of rate amounts should not be included in the <br />motion. <br />Director Pinto explained that the rate structure recognizes <br />when a master meter is used and takes into account the specific <br />connection in calculating the rate. <br />Commissioner Macht asked about the method of processing the <br />wastewater, and Director Pinto stated that with the new <br />requirements our treatment plant meets a higher standard than the <br />park's package treatment plant. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />24 <br />
