E.'W- <br />Civil Engineer <br />SUBJECT: Request for Floodplain Cut and <br />Beachside Subdivision <br />Fill Balance Waiver for <br />DATE: January 18, 1993 _ CONSENT AGENDA <br />DESCRIPTION AND CONDITIONS <br />Knight, McGuire & Associates, Inc., on behalf of Legend Building & <br />Drywall, Inc., developers -of Beachside Subdivision, is requesting <br />a waiver of the cut and fill balance requirement of Section <br />930.07(2)(d) of the Stormwater,Management and Flood Protection <br />Ordinance. Beachside Subdivision received preliminary plat <br />approval by the Planning & Zoning Commission on October 22, 1992. <br />The project is located on S.R. A -1-A in Government Lot 1, Section <br />34, Township 33 south, Range 40 east, adjacent to the south <br />property line of Ocean Oaks Subdivision, approximately two miles <br />north of the St. Lucie County line. The special'flood hazard areas <br />inundated by the 100 year flood -on this site include Zones VE, AO <br />and AE with base flood elevations of 15 and 5 FT. N.G.V.D. The <br />ten year Stillwater elevation for the Indian River established in <br />the May 4, 1989 F.E.M.A. Flood Insurance Study is 2.7 FT.N.G.V.D. <br />The proposed displacement of the floodplain below 4.0 FT. N.G.V.D. <br />for which a waiver is requested is estimated as 500 cubic yards by <br />the applicant's engineer in the attached letter dated December 11, <br />1992.- <br />ALTERNATIVES <br />992.- <br />ALTERNATIVES AND ANALYSIS <br />The project meets the cut and fill balance waiver criteria provided <br />in Section 930.07(2)(d)1. of being situated in an estuarine <br />environment within the 100 year floodplain along the Indian River <br />and in staff's opinion it appears- that all other Stormwater. <br />Management and Flood Protection Ordinance requirements can be met <br />without adverse impact on other lands in the estuarine environment. <br />S.J.R.W.M.D. has received an application. for construction of the <br />stormwater quality treatment system and indicated verbally that the <br />plans should not require any substantial.redesign to be approved. <br />Approval of the Land Development Permit is pending the cut and fill <br />waiver request, issuance of S.J.R.W.M.D., F.D.0.T.I F.D.E.R. water <br />and sewer, City of Vero Beach Utilities Construction, F.D.N.R. dune <br />walkover, County Land Clearing and Tree Removal permits, and <br />U.S.F.W.S. approval of the Beach Mouse habitat preservation plan. <br />14 <br />
