BOOK Cep F,�GF. 10:7 <br />BACKGROUND <br />On January 12, 1993, the Indian River County Board of County <br />Commissioners approved Resolution I (93-10) and Resolution II (93-11). <br />Resolution I contained the preliminary assessment roll describing the <br />project and cost. Resolution II set the date of the public hearing for <br />the subject project. Property owners have been notified of the public <br />hearing by certified mail. Resolution I (93-10) was published in the <br />Vero Beach Press Journal on January 18, 1993. (See attached agenda <br />item and minutes of the above meeting). _ <br />ANALYSIS <br />Design of the water distribution system is complete. An informational <br />meeting was held with the property owners on January 20, 1993. The <br />total estimated cost to be assessed is $41,959.89. The cost per square <br />foot is $0.111842. The project will serve 21 properties. Approval of <br />the attached Resolution III will confirm and approve the preliminary <br />assessment. <br />The attached map displays the area to benefit from the assessment <br />project. This project is to be paid through the assessment of property <br />owners along the proposed water line route. In the interim, financing <br />will be through the use of impact fee funds. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Resolution III, which affirms the <br />preliminary assessment on the subject project. <br />Chairman Bird opened the public hearing and asked if anyone <br />wished to be heard in this matter. There being none, he closed the <br />public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously adopted <br />Resolution 93-24, confirming the special assessments <br />in connection with a water main extension to Flora <br />Lane (62nd Place), and providing for special <br />assessment liens to be made of record. <br />CONFIRMING ASSESSMENT ROLL IS ON FILE IN THE OFFICE OF <br />THE CLERK TO THE BOARD <br />22 <br />
