Hallquist., The decision is based on my conclusions <br />resulting from my review of the Rules and Regulations for the Personnel <br />Management System of Indian River County and the information presented at the <br />appeal meetings on October 21, 1992 and October 27, 1992. <br />By my letter dated October 1, 1992 to you and as I stated at the October 21, <br />1992 meeting, the appeal is being processed pursuant to Sections 9 and 12 of the <br />Rules and Regulations. <br />As agreed at the October 21, 1992 meeting, I indicated I would make <br />determinations with respect to two basic areas of the appeal. The first <br />determination would be whether the County followed proper procedures per the <br />Rules and Regulations. The second determination would be whether Mr. <br />Hallquist's appeal for reinstatement should be approved or denied. <br />10 <br />
