been passed around, and not being used to that sort of thing, he <br />puffed once on the cigarette and passed it along, being very <br />fearful that he possibly might have to go for a urine analysis. <br />After that, he was very uncomfortable and left the party. That was <br />New Years Eve, 1991. He went to a party again in the following <br />summer with a portion of the same crowd and the same sort of thing <br />happened. He deeply regretted having been in those situations. He <br />offered them this to help them understand more about why the <br />allegations came about. Mr. Hallquist deeply apologized for being <br />in this situation, but he felt that it did not hinder his ability <br />to do his job properly. <br />Chairman Bird asked Mr. Hallquist if he is saying under oath <br />that other than those two times at New Year's Eve and the summer of <br />1992, he never used marijuana either on or off duty, and Mr. <br />Hallquist answered, "Yes, sir." <br />Chairman Bird asked Mr. Hallquist if he felt that was <br />consistent with what he told his supervisors when they interviewed <br />him, and Mr. Hallquist answered, "Yes, sir." <br />Chairman Bird wished to hear from the supervisors, because <br />obviously there are two opinions as to what Mr. Hallquist said at <br />those two interviews. <br />Deputy Attorney Will Collins asked Pat Callahan, Director of <br />Recreation for the City of Vero Beach and Indian River County, to <br />describe the circumstances around the time leading up to the <br />discharge letter and some of the reasoning she had for terminating <br />Mr. Hallquist. <br />Mrs. Callahan stated she had received the letter from the <br />lifeguards suggesting that there was a problem on the beach. The <br />six lifeguards who signed the letter are full-time lifeguards. <br />There are some part-time lifeguards, but only one full-time <br />lifeguard did not sign the letter. Prior to that time, Jon had <br />told her that some of the lifeguards were plotting against him, and <br />believing in Jon she felt that perhaps these lifeguards had <br />mustered together and signed this letter against him. She sent the <br />letter over to Risk Management for advice on how to proceed. Beth <br />Jordan, Manager of Risk Management, advised that the best thing to <br />do was to get everyone together and have each person tell their <br />stories. As the meeting progressed, Chad Summerlin admitted to the <br />group that he had smoked marijuana not in the tower but on break. <br />After that was said, she asked those lifeguards to go back to the <br />beach and write down what they could remember and submit to her <br />their record of incidents of how it came to this. She sent Chad <br />back -to the beach, but she told Jon Hallquist not to put him on the <br />beach alone.
