Chandler REFERENCES: <br />County Administrator <br />In the fall of 1991, the County and the Town of Indian River Shores began <br />negotiations for the sale and/or trade of the County property adjacent to <br />Tracking Station Park for Gifford Park. At the January 21, 1992 meeting, the <br />Board approved exchange of the properties in question with conditions. The <br />Town Council also approved the proposal at its January 23, 1992 meeting. At a <br />public hearing on March 10, 1992, the Board approved the transaction by <br />adopting Resolution 92-46. <br />In July, 1992, the Town expressed objection to payment of the cash differential <br />if the abutting Tracking Station property were to be limited to public use. The <br />Board at its July 14, 1992 meeting considered the matter and clarified the <br />conditions. Chairman Eggert transmitted these conditions to the Town by letter <br />dated July 16, 1992. The specific conditions for the trade of the properties are: <br />1) the property shall be restricted to public use, 2) the County shall retain the <br />right of first refusal on a sale to another public entity, and 3) Indian Raver <br />Shores pay the County $125,000. <br />The Town Manager, by letter dated January 19, 1993, has requested that the <br />Board reconsider our position. There is no change in the Town position from <br />that considered by the Board at the July 14, 1992 meeting. <br />Unless the Board believes there is merit in modifying the conditions, I would <br />recommend that the matter not be pursued any further. <br />Chairman. Bird pointed out that the Parks and Recreation <br />Committee considered this item several months ago. The feeling at <br />that time was that we would like to have both pieces of property. <br />However, there probably is a more pressing need for expansion of <br />the Gifford Park project because there is oceanfront property for <br />recreational use north of Wabasso as well as parks within the City <br />of Vero Beach which are near the Tracking Station Park. Chairman <br />Bird asked whether the Town of Indian Shores planned to create a <br />park with beach access for the residents of the Town of Indian <br />River Shores. He felt that this is an attractive piece of property <br />which could be developed into a passive park with a few picnic <br />tables and minimum parking.- The County owns the property east of <br />the property in question and would cooperate and allow a :dune <br />crossover to the beach. <br />26 <br />
