Authorization for Chairman to Execute MPO Interlocal Agreement <br />The Board reviewed the following memo dated 2/15/93: <br />TO: James Chandler <br />County Administrator <br />FROM: Robert M. Keating, AICPAAlt <br />Community Development Director <br />DATE: February 15, 1993 <br />SUBJECT: REQUEST FOR AUTHORIZATION FOR CHAIRMAN <br />TO EXECUTE MPO INTERLOCAL AGREEMENT <br />It is requested that the data herein presented be given forma]. <br />consideration by the Board of County Commissioners at their regular <br />meeting of February 23, 1993. <br />DESCRIPTION & CONDITIONS: <br />On June 16, 1992, the Board of County Commissioners adopted <br />Resolution 92-83. That resolution not only indicated the Board's <br />concurrence with the then -proposed apportionment plan for the <br />Indian River County MPO; it also stated that the Board agreed in <br />principle to enter into an interlocal agreement to formally create <br />the MPO. "- <br />Since adoption of the resolution, the Governor has accepted the <br />apportionment plan, designated the MPO, and requested that the <br />member local governments and the Florida Department of <br />Transportation (FDOT) execute an interlocal agreement to formally <br />establish the MPO. Recently, FDOT provided staff with fourteen <br />originals of the proposed interlocal agreement. It is now <br />necessary for the Board of County Commissioners to authorize the <br />chairman to execute the referenced interlocal agreement. <br />ALTERNATIVES & ANALYSIS: <br />As structured, the interlocal agreement sets forth the parameters <br />of the MPO. This not only includes the composition and <br />responsibilities of the MPO; it also includes various requirements <br />with which the MPO must comply. <br />The overall purpose of the agreement is to establish the MPO's <br />eligibility to receive federal funding and to initiate a <br />comprehensive transportation planning process. With execution of <br />this agreement, the MPO can receive funds and undertake its <br />mandated activities. <br />The attached agreement has been reviewed by planning staff and the <br />county attorney's office. It is the opinion of both offices that <br />the agreement, as structured, is adequate. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners authorize <br />the chairman to execute the MPO interlocal agreement. <br />6 <br />
