The Motion <br />was voted on and carried (3-1, Chairman Bird being <br />absent, Commissioner Macht voting in opposition). <br />APPROVAL OF RESOLUTION REAUTHORIZING IMPOSITION OF COUNTYWIDE E911 <br />FEE <br />Emergency Services Director Doug Wright commented from the <br />following memo dated February 9, 1993: <br />TO: Board of County Commissioners <br />THROUGH: Jim Chandlenty Administrator <br />FROM: Doug Wright; Director <br />Emergency Services <br />DATE: February 19, 1993 <br />SUBJECT: Approval of -Resolution Reauthorizing Imposition <br />of Countywide E911 Fee <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />The Florida Legislature in 1991 passed legislation amending Chapter <br />365.171, revising provisions relating to the "911" fee which <br />permits county governments to impose a fee on all residential and <br />business telephone lines to pay for expenses associated with the <br />operation of the E911 system with a cap of.$.50. <br />The revisions approved by the legislature provide for the following <br />actions: <br />1. Deleted the requirement for annual approval of a county's <br />recurring fee by the Division of Communications; <br />2. Specified that a fund be established exclusively for 911 <br />fee revenues and expenditures; <br />3. Established that 911 funds be used only for specified <br />purposes; <br />4. Requires an annual audit of the fund; <br />5. Provides for carry over of funds; and <br />6. Provides for expenditure of fees for certain employee <br />positions. <br />In FY 91-92, the Indian River County Board of County Commissioners <br />approved imposition of .a $.48 fee per line (up to a maximum of 25 <br />access lines per account bill rendered) per month to fund the <br />permitted charges and expenses of the two Public Safety Answering <br />Points (PSAP) in the County. <br />31 <br />BOOK E959 <br />
