- M M <br />Utilities Director Terry Pinto noted that over the last two <br />years there has been some concern about rates for seasonal <br />customers and rates for residences which are hooked up but don't <br />use any flow from the system. After doing this analysis, staff <br />believes that if the rate structure was modified to remove the base <br />facility charge, it would create an inequity between customers of <br />the system (existing and future) and would be detrimental to the <br />overall financial stability of the system. He referred to the <br />following sections of the analysis: <br />Explanation of Rate Components and Fees <br />• Billing Charge - <br />• The.charge imposed by the County for recovery of expenses associated with <br />billing, collecting, and accounting services. <br />• Base Facilities Charge - <br />• The charge imposed by the County for each equivalent residential unit* (ERU) <br />that recovers the fixed costs to the County of having the system available to <br />serve that ERU without regard to volume used. <br />• Volume Charge - <br />• The charge imposed by the County for the monthly volume used to recover the <br />associated expenses for the production and/or treatment of the service provided. <br />• Impact Fee - <br />• The fee charged by the County to real property owners to fund the capital cost <br />incurred by the water and wastewater utility to serve new utility customers. <br />• *Equivalent Residential Unit (ERU) - <br />• The amount of water used or wastewater produced by a typical residential unit, <br />which water use ranges from 0 to 300 gallon's per day on a maximum day basis <br />or 250 gallons per day on a maximum month basis. <br />66 <br />MAR - 91993 BOOK 88 PArF 107 2- <br />
