r MAR = 9 1993 <br />BORK 88 PAGE. 1077 <br />Commissioner Eggert felt the worksheet should show the <br />amounts, not just the percentages, and Director Pinto advised that <br />a decrease in consumption would not effect a decrease in rates <br />because the operational costs still would be there. <br />Commissioner Macht felt that a combination of consumption <br />charges and the base facility charge is the fairest way to do it. <br />Chairman Bird emphasized that the Board wants the operation <br />run in the most cost effective way and the charges passed on to the <br />customers in the fairest and most equitable way. He always felt <br />that the best thing the Commission could do with regard to utility <br />rates was to see that we hire the best County Administrator and <br />Utilities Director and scrutinize all recommendations for fees, <br />bids, proposals, etc. <br />Director Pinto noted that this item was for informational <br />purposes only and that no action is needed this morning. <br />WATER SERVICE TO 102ND TERRACE AND 99TH WAY RESOLUTIONS I AND II <br />The Board reviewed the following memo dated 2/26/93: <br />DATE: FEBRUARY 26, 1993 <br />TO: JAMES E. UW -92 -35 -DS <br />RESOLUTIONS I AND II <br />BACKGROUND <br />On August 4, 1992, the Board of County Commissioners of Indian River <br />County unanimously authorized staff to proceed with engineering for <br />the design of the extension of utility lines on C.R. 512 from the <br />Sebastian Middle School to I-95 to be funded through impact fees, <br />and the design of utility lines for 102nd Terrace to be funded by <br />assessment. Design service is under way, and we are ready to, begin <br />the assessment process associated with this project. (See attached <br />agenda item and minutes.) <br />ANALYSIS <br />Attached are Resolutions I and II for the assessment project. <br />Eleven properties will -benefit from the service on 102nd Terrace and <br />99th Way.
