M <br />especially with regard to health care and Workers' Compensation. <br />Discussions were held on software packages, the consolidation of <br />DER and DNR, etc. <br />The people he went with to Tallahassee were mostly related to <br />construction, development, the Council of 100, and the Chamber of <br />Commerce. In talking about the Treasure Coast Regional Planning <br />Council, there is an unanimous feeling that the TCRPC is a very <br />large obstacle in trying to promote industrial development in this <br />area. Potential developers are steering away from this area <br />because of the permitting requirements of the TCRPC, and it is felt <br />that if we cannot do away completely with the TCRPC, we certainly <br />need to change some attitudes, responsibilities, and dilute their <br />authority. <br />During budget discussions, Chairman Bird emphasized how <br />shocked he had been to learn that it is estimated that 820 of the <br />State's $34 -billion budget will go to education and HRS. <br />RESOLUTION REGARDING TREASURE COAST COUNCIL <br />Commissioner Tippin explained that the proposed resolution is <br />primarily a housekeeping matter. The Treasure Coast Council on <br />Governments was formed in the mid 1980s and was dormant for a <br />while, but has gotten active again in the last year or so with <br />Commissioner Eggert as the chairperson. Even the name has been <br />changed; it used to be called Tri -County. The maximum assessment <br />is $500 a year, but they won't even have a budget for another <br />month. <br />Commissioner Adams asked if the intent is to have a staff, and <br />Commissioner Tippin advised that it will be a grass roots effort <br />with no staff. <br />Commissioner Macht felt it is important to maintain and <br />strengthen this group in light of the fact that we are .trying along <br />with others to dismantle the TCRPC. <br />Commissioner Adams noticed that we are missing the Town of <br />Orchid and the City of Fellsmere, and Commissioner Tippin explained <br />that sometime back the Council wanted to get resolutions from all <br />the entities and it seems that some participants didn't pass a <br />resolution. <br />88 <br />BAR m <br />BOOK 88 PA11E O I <br />I <br />
