Keating, AICP �Ak• <br />Community Development Director <br />DATE: March 16, 1993 <br />SUBJECT: Council of 100's Request for Funding <br />I•t is requested that the information herein presented be given <br />formal consideration by the Board of County Commissioners at their <br />regular meeting of March 23, 1993. <br />DESCRIPTIONS & CONDITIONS <br />In mid-January, the Indian River County Council of 100 submitted to <br />the Board of County Commissioners a proposed funding request for <br />FY92-93 and a copy of their 1992-1993 marketing plan. Subsequent <br />to receipt of the funding request and marketing plan, staff <br />prepared a brief analysis and presented the request and the <br />analysis to the County's Economic Development Council (EDC) for <br />consideration at their meeting of January 26, 1993. A copy of the <br />staff's agenda item presented to the EDC on this matter is attached <br />to this memorandum. <br />Since the January 26, 1993 EDC meeting, the Council of 100 has <br />revised its request based upon staff and EDC comments. Those <br />comments addressed three general areas, those being funding, <br />accountability, and specificity. With respect to funding, the EDC <br />recommended that the Council of 100 reduce its request to $40,000. <br />In regard to accountability, the EDC suggested that the Council of <br />100 set objectives or targets by which the Council's performance <br />could be evaluated. Finally, the EDC requested that the Council of <br />100 more specifically detail its proposed expenses. <br />On March 10, 1993, the Council of 100 submitted its revised funding <br />request. Titled "Proposed Funding Breakdown", a copy of this <br />submittal is attached to this memo. <br />ANALYSIS <br />As submitted, the Council's Proposed Funding Breakdown complies <br />with the EDC's recommendations. As proposed by EDC, the funding <br />request has been reduced from $60,000 to $40,000. In addition, the <br />Council has provided more detail regarding its proposed activities. <br />With the resubmitted proposal, the opportunity now exists for the <br />Council's performance to be evaluated. To the extent that jobs <br />created in and employers attracted to the -county can be tracked and <br />related to marketing activities, then the cost effectiveness of the <br />Council's program and the County's contribution can be determined. <br />This is consistent with the recommendation of the EDC. <br />RECOMMENDATION: <br />Based upon the EDC 's recommendation, it is recommended that the <br />Board of County Commissioners approve the Council of 100's funding <br />request. <br />29 <br />
