� � r <br />not only processing the permit but usually an on-site inspection. <br />Therefore, staff • determined that, at the least, fees for <br />miscellaneods and sub -permits need to be increased to cover the <br />costs of those permits. <br />Alternatives <br />Besides the miscellaneous/sub-permit fee increase, staff developed <br />several other alternatives to address the building division's <br />budget problems. The principal alternatives developed by staff <br />were: <br />• Raise Miscellaneous and Sub -permit Fees & Initiate Competency <br />Card Renewal Fee <br />• Raise Building Permit Fees & Miscellaneous and Sub -Permit Fees <br />& Initiate Competency Card Renewal Fee <br />• Initiate Competency Card Renewal Fee.& Cut Staff Positions <br />• Change Building Division from Enterprise Account to General <br />Fund <br />• Do Nothing <br />Each of these alternatives is discussed and analyzed below. More <br />detailed information is included in the attached alternatives <br />analysis. <br />• Fee Increase For Miscellaneous & Sub -Permits <br />As indicated above, staff determined that the fees currently <br />charged for miscellaneous and sub -permits are less than the cost of <br />providing the service associated with those permits. Based upon <br />staff analysis, it has been determined that the activity costs <br />associated with permits (accepting, processing, reviewing, <br />inspecting) are a minimum of $30. At present, many miscellaneous <br />and sub -permit fees are substantially less. <br />In FY 91-92, the building division issued 8,271 miscellaneous and <br />sub -permits. This produced $135,729 in revenue. <br />This alternative involves increasing the miscellaneous and sub - <br />permit fees as indicated in the attached proposed miscellaneous and <br />sub -permit fee schedule. While this proposal would raise <br />miscellaneous and sub -permit fees generally, it would also set a <br />minimum fee level. Besides the fee increase, this alternative <br />would also require .an annual competency card renewal with an <br />associated renewal fee. <br />As proposed, this alternative would address the problem of fee <br />amounts not covering expenses for miscellaneous and sub -permits. <br />Even with the anticipated revenue increase associated with this <br />alternative, however, the building division's revenue would be <br />insufficient to cover expenditures. According to staff <br />projections, implementing this alternative would reduce the <br />building division's operating deficit by approximately $18,000 per <br />month. Even so, the building division's surplus would be expended <br />by the end of FY 94-95, if conditions remain the same. <br />• Fee Increases For Building Permits & Miscellaneous & Sub - <br />Permits <br />This alternative includes the fee increases and competency card <br />renewal fees reflected in the first alternative.
