BOOK 89 PnF 140 <br />Recognizing that the competency card annual fee and the <br />miscellaneous/sub-permit fee increase will produce sufficient <br />revenue to sustain the building division only through FY 93-94 and <br />recognizing that the other actions may not reduce expenditures in <br />the short term, the group agreed that the building division <br />financial performance should be monitored for several months and, <br />if the economy and the revenue stream have not improved, then the <br />group should reconvene and consider the SBCCI fee schedule option <br />with a single-family package plan. After discussion, all members <br />of the group agreed to forward this recommendation to the Board of <br />County Commissioners. To indicate their support, the TCBA and AGC <br />prepared letters of support for this proposal; copies of those <br />letters are attached. <br />RECOMMENDATION: <br />Staff recommends that the Board -of County Commissioners: <br />• Approve the attached resolution to be effective May 1, 1993, <br />establishing an annual competency card renewal fee and <br />increasing miscellaneous and sub -permit fees; and <br />• Direct staff to initiate building inspector cross <br />certification and combination inspections; and <br />• Direct staff to consider additional building division <br />automation, including voice actuated inspections; and <br />• Direct staff to monitor building division finances and to meet <br />with TCBA and AGC representatives in early Fall, 1993, to <br />determine whether or not to recommend that the Board establish <br />the SBCCI fee schedule with a single-family residential <br />package plan. <br />County Administrator Jim Chandler further explained that staff <br />is asking for the adjustments to become effective in May because if <br />we do not make adjustments now, we will end the -year with a reserve <br />of $164,000, and by next March we will have expended our reserves. <br />We do not want to give the false impression that this will <br />necessarily solve this difficult situation. Even with the adoption <br />of the increase, we will must reconsider the situation next fall. <br />We hope something favorable will occur that we cannot foresee, but <br />we cannot wait until next budget year. <br />Commissioner Adams commended staff on their thoroughness in <br />compiling the backup information and in their team approach of <br />including representatives of the building industry in the <br />discussions. <br />44 <br />
