APR m 6 1993 BOOK <br />Future Land Use Pattern <br />89 PA -UM <br />The subject property and properties to the west and south are <br />designated L-1, Low -Density Residential, on the county future land <br />use map. The L-1 designation permits residentAal densities up to <br />3 units/acre. Properties to the north of the subject property are <br />designated C/I, Commercial/ Industrial,, which permits commercial and <br />industrial zoning designations. Land to the east of the subject <br />property, across 43rd Avenue, is within the city of Vero Beach. <br />This land is designated RM, Residential Medium, on the city's <br />future land use map. The RM designation permits residential <br />densities up to 10 units/acre. <br />Environment <br />The property is not designated as environmentally important or <br />environmentally sensitive by the comprehensive plan; no wetlands <br />exist on site. Although there are native trees (oaks) on the <br />property, environmental planning staff have indicated that no <br />native upland plant communities `exist on site. According to Flood <br />Insurance Rating Maps, the subject property does not contain any <br />flood hazard areas. <br />Utilities and Services <br />The site is within the Urban Service Area of the county. Water <br />lines extend to the site from the South County Water Plant. The <br />subject property is within the area serviced by the West County <br />Wastewater Plant; however, wastewater lines do not extend the site. <br />Transportation System <br />The property abuts 43rd Avenue to the east, 44th Avenue to the <br />west, and 19th Street to the north. Forty-third Avenue is <br />classified as an urban minor arterial road on the future roadway <br />thoroughfare plan map. This segment of 43rd Avenue is a two-lane <br />paved road with approximately 80 feet of existing public road <br />right-of-way. Forty-third Avenue is programmed for expansion to <br />100 feet of public road right-of-way by 2010. Forty-fourth Avenue <br />is a two-lane, partially paved, local road with approximately 50 <br />feet of existing public road right-of-way. A barricade on 44th <br />Avenue prevents through traffic from 16th Street to 19th Street. <br />Nineteenth Street is a two-lane paved local road with approximately <br />50 feet of existing public road right-of-way. <br />The Professional Office District <br />The PRO district is designed to encourage the development of vacant <br />land and the redevelopment of older residential areas along major <br />thoroughfares in selected areas of the county. The PRO district <br />serves as a transitional district between commercial and <br />residential districts. <br />According to the land development regulations, the PRO district <br />shall be limited in size so as not to create or significantly <br />extend strip commercial development. Specifically, the regulations <br />state that PRO districts shall have a minimum size of five acres <br />and a maximum size of 25 acres. However, the district may be <br />reduced to 2.5 acres if it meets all of the following criteria: <br />W <br />
