r <br />Consistency with Comprehensive Plan <br />Rezoning requests are reviewed for consistency with all policies of <br />the Comprehensive Plan. Rezoning requests must also be consistent <br />with the overall designation of land uses as depicted on the Future <br />Land Use Map; these uses include agricultural, residential, <br />recreational, conservation, -and commercial and industrial land uses <br />and their densities. Commercial and industrial land uses are <br />located in nodes throughout the unincorporated areas of Indian <br />River County. <br />The goals, objectives and policies are the most important parts of <br />the Comprehensive Plan. Policies are statements in the plan which <br />identify actions which the county will take in order to direct the <br />community's development. As courses of action committed to by the <br />county, policies provide the basis for all county land development <br />related decisions. While all Comprehensive Plan policies are <br />important, some have more applicability than others in reviewing <br />rezoning requests. Of particular applicability for this request <br />are Future Land Use Element Policies 1.30 and 2.51 and Economic <br />Development Element Policy 1.4. <br />- Future Land Use Policy 1.30 <br />Future Land Use Policy 1.30 states that the county zoning code <br />shall contain provisions for a Professional Office District in <br />medium and low density residential districts along arterial <br />roadways to encourage infill development of residential areas. The <br />subject property is located along an arterial roadway, within an <br />area designated low density residential. Therefore, the requested <br />zoning is consistent with Future Land Use Policy 1.30. <br />— Future Land Use Policy 2.5 <br />Future Land Use Policy 2.5 states that the county shall use zoning <br />regulations to encourage and direct growth into the Urban Service <br />Area. This policy further states that such regulations shall <br />promote efficient development and incentives for mixed uses. The <br />subject request will encourage development of the subject property <br />by providing the property owners with a wide range of allowable <br />uses. In addition, the proposed zoning will facilitate mixed use <br />development since both office and residential uses are allowed <br />within the PRO district. For these reasons, the requested zoning <br />is consistent with Future Land Use Policy 2.5. <br />- Economic Development Policy 1.4 <br />Economic Development Policy 1.4 states that the county shall <br />promote the growth of businesses which provide skilled and semi- <br />skilled jobs with salaries higher than minimum wage. The proposed <br />zoning will increase the number of professional office sites within <br />the county. This will facilitate the location of doctors, lawyers, <br />architects, engineers, accountants, financial advisors, and other <br />consultants within the county. The promotion of these businesses, <br />which often create higher paying jobs, is consistent with Economic <br />Development Policy 1.4. <br />Compatibility with the Surrounding Area <br />It is staff's position that a Professional Office zoning district <br />would be appropriate for the subject property and would result in <br />development compatible with surrounding property.
