Macht X11-\ <br />DATE: March 31, 1993 <br />SUBJECT: PROPOSED ORDINANCE ENTITLED: <br />AN ORDINANCE OF THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA <br />LIMITING THE PARTICIPATION OF THE COUNTY <br />COMMISSIONERS ON ADVISORY BOARDS AND COMMISSIONS. <br />A public hearing date of May 11, 1993 is requested for the attached <br />proposed ordinance which would limit the participation of County <br />Commissioners on advisory board and commissions. <br />Under discussion, Commissioner Macht clarified that this would <br />not apply to boards or committees of federal or state mandated <br />programs. <br />Commissioner Adams asked what brought about the need for the <br />proposed ordinance. <br />Commissioner Macht stated that the function of a Commissioner <br />as chairman of an advisory board or committee should be leadership, <br />and he or she should abstain from voting, because an aggressive <br />Commissioner could impose his directions on a committee. An <br />advisory board is created to receive input from groups and <br />individual citizens and to provide advice based on that input to <br />the Commission. The advisory board should be as independent as <br />possible. <br />Commissioner Adams disagreed and thought that advisory boards <br />and committees were to be led by a particular Commissioner who <br />would make recommendations to the Commission. She felt that it <br />would be a waste of time to be nothing more than a facilitator. <br />Chairman Bird felt that if a Commissioner who is chairman of <br />a board or committee feels strongly about an item, he could <br />influence or intimidate that group with or without a vote. For <br />that reason he had mixed feelings about whether Commissioners <br />should be on advisory boards or committees at all. <br />Commissioner Macht thought Chairman Bird's argument was a good <br />reason for the chairman to abstain from voting. <br />Commissioner Tippin felt that if a Commissioner becomes <br />overbearing, the voters will take care of that in due time. <br />Chairman Bird proposed that in the future if a Commissioner <br />feels the need for a particular ordinance, it should be brought to <br />7 <br />APR 131993 BOOK 89 i}uE300 <br />I <br />
