I. Recruest for Floodplain Cut and Fill Balance Waiver - Michael <br />Skiscim <br />The Board reviewed the following memo dated 4/13/93: <br />TO: James Chandler <br />County Administrator <br />THROUGH: James W. Davis, P.E. <br />Public Works Director <br />FROM: David B. Cox, P.E. <br />Civil Engineer <br />SUBJECT: Request for Floodplain Cut and Fill Balance Waiver for Part of Government Lot 10, <br />Deed Book 26, Page 481 Michael Skiscim, 8530 Jungle Trail <br />DATE: April 13, 1993 CONSENT AGENDA <br />Carter Associates, Inc. on behalf of Michael Skiscim, the building permit applicant for a proposed <br />single family residence on the subject property, is requesting a waiver of the cut and fill balance <br />requirement of Section 930.07(2)(d) of the Stormwater Management and Flood Protection <br />Ordinance. The parcel is located on the east side of Jungle Trail approximately one mile south of <br />CR510 in Section 26, Township 31 South, Range 39 East. The special flood hazard areas inundated <br />by the 100 year flood on this site are in Zone AE with base flood elevations of 8 and 9 feet N.G.V.D. <br />The ten year stillwater elevation for the Indian River, at this site, established by the May 4, 1989 <br />F.E.M.A. Flood Insurance Study is 5.0 feet N.Q.V.D. The proposed displacement of the floodplain <br />below 5.0 feet N.G.V.D. for which the waiver is requested is estimated to be 217 cubic yards. <br />ALTERNATIVES AND ANALYSIS <br />The project meets the cut and fill balance waiver criteria provided in Section 930.07(2)(d)1. of being <br />situated in an estuarine environment within the 100 year floodplain along the Indian River. The <br />attached letter from the applicant's engineer, signed and sealed on April 13, 1993, certifies that all <br />applicable Stormwater Management and Flood Protection Ordinance criteria will be met. A Type <br />C Flood Management System Permit is required prior to issuance of a building permit. <br />Approve the cut and fill balance waiver request. <br />Alternative No. 2 <br />Deny the waiver request and require re -design to accomplish an on-site balance of cut and fill. <br />Staff recommends approval of Alternative No. 1 <br />11 <br />BOOK ®9 F -Au 362 <br />
