Rea in , A <br />Community Development --Director <br />FROM: Stan Boling; AICP <br />Planning Director <br />DATE: April 28, 1993 <br />SUBJECT: Proposed Change (Minor Amendment) to the Grand Harbor DRI <br />Development Order <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of May 11, 1993. <br />DESCRIPTION AND CONDITIONS: <br />On October 23, 1985, the Board of County Commissioners adopted a <br />development order (D.O.) approving the development of regional <br />impact (DRI) known as Grand Harbor. Over the last 71 years, <br />several amendments were approved that modified the original D.O. <br />The amended D.O. remains in effect and governs the general <br />development of the entire project via specific D.O. conditions and <br />approved application materials which includes a project master plan <br />(land use) map. <br />A provision in the last D.O. amendment (Resolution 92-68; approved <br />by the Board of County Commissioners on May 5, 1992) required that <br />by July 31, 1993 the developer must apply for and obtain approval <br />of a project -wide master project plan update and traffic re- <br />analysis, and obtain approval of a D.O. amendment to reflect the <br />project update and traffic reanalysis results. Last fall, the <br />developer submitted the required project plan update and traffic <br />reanalysis to staff of the Florida Department of Transportation <br />(FDOT), Treasure Coast Regional Planning Council (TCRPC), and the <br />county. Subsequently, all appropriate staff and agencies <br />(including county staff) approved the project update and traffic <br />reanalysis. <br />Based upon the staff -approved update and reanalysis, the developer <br />has filed for the required amendment to the D.O., to officially <br />update the project and the D.O. transportation conditions. The <br />developer is requesting that the county determine that the D.O. <br />amendments do not constitute a substantial deviation and approve <br />the D.O. amendments. <br />Pursuant to county requirements, the Planning and Zoning Commission <br />considered these requests at its April 22, 1993 meeting (see <br />attachment #7). Concurring with staff's recommendation, the <br />Planning and Zoning Commission voted 5-0 to recommend that the <br />Board of County Commissioners determine that the D.O. amendments do <br />not constitute a substantial deviation and approve the D.O. <br />amendments. <br />18 <br />
