BOOK 89 FADE 485 -7 <br />1. Add t1.06 acres to the project (see attachment #3). This <br />acreage currently functions as an enclave, separated from its <br />parent parcel by Indian River Boulevard right-of-way. <br />Consolidating the addition with Grand Harbor's property on the <br />east side of Indian River Boulevard will eliminate the need <br />for a boulevard access point otherwise needed to serve the <br />t1.06 acre _parcel.._ Thus, the .proposal has positive traffic <br />circulation benefits. <br />2. Update the project master plan (see attachment #4). The <br />result of the update is to reduce the maximum residential <br />density from 3,000 units to 21553 units. Also, the update <br />allows for some project areas to be developed as an ACLF <br />(adult congregate living facility) rather than as conventional <br />multi -family residential. No changes in the maximum allowable <br />commercial or office development are proposed. The project <br />build -out date is moved forward 5 years, from 1995 to 2000, <br />and the effective timeframe of the D.O. is also moved forward <br />from 2005 to 2010. <br />3. Update the transportation conditions based upon the staff - <br />approved traffic reanalysis (see attached #5). The revised <br />conditions reflect the decrease in project density, area <br />traffic improvements, and applicable traffic level of service <br />standards. Among other items, the new conditions require <br />monitoring for specific signalization improvements as well as <br />a "catch-all" condition that no development may proceed after <br />the year 2000 build -out date without subsequent traffic <br />reanalysis and approval. <br />County staff have no objections to the proposed D.O. amendment. <br />RECOW1ENDATION: <br />Staff recommends that the Board of County Commissioners: <br />1. Determine that the request does not constitute a substantial <br />deviation. <br />2. Adopt the attached resolution amending the Grand Harbor D.O. <br />to allow the requested changes as described in this report. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. There being none, he closed the <br />public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously adopted <br />Resolution 93-88, amending the development order <br />approved by the BCC for The Grand Harbor Development <br />of Regional Impact, as recommended by staff. <br />20 <br />
