REQUEST FOR AUTHORIZATION TO APPLY FOR AN ECONOMIC DEVELOPMENT <br />ADMINISTRATION (EDA) PLANNING ASSISTANCE GRANT <br />Community Development Director Bob Keating presented the <br />following memo dated May 6, 1993: <br />TO: James Chandler <br />County Administrator <br />DIV ION HEAD CONCURRENCE <br />Robert M. Keat ng AIC <br />Community Development 191rector <br />FROM: Sasan Rohani 5; -It <br />Chief, Long -Range Planning <br />DATE: May 6, 1993 <br />RE: REQUEST FOR AUTHORIZATION TO APPLY FOR AN ECONOMIC <br />DEVELOPMENT ADMINISTRATION PLANNING ASSISTANCE GRANT <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of May 11, 1993. <br />DESCRIPTION AND CONDITIONS <br />For the past nine months, county staff have been coordinating with <br />representatives of the Federal Economic Development Administration <br />(EDA) regarding grant opportunities available to the county. This <br />coordination began in July , 1992, when EDA officials participated <br />in a workshop with county officials and representatives from the <br />Council of 100. At that time, EDA staff indicated that the county <br />could submit a two page proposal and receive a $25,000 grant. <br />Since that time, county staff have prepared three proposals and one <br />application - all substantially longer than two pages. Although <br />each was well received by EDA, none was approved. Instead, EDA's <br />response to each submittal has been a request that the county apply <br />under a different grant program. This process began with a Title <br />IX proposal, then a Title III proposal and application, and finally <br />a 302(a) proposal. At the same time, EDA's proposed funding has <br />gone from $25,000 to $24,000 to $18,000 to $25,000 and now to <br />$75,000. <br />In response to the county's last grant proposal, EDA has invited <br />the county to formally apply for a Section 302(a) grant. For the <br />staff to submit this application, the Board of County Commissioners <br />must approve a resolution authorizing submittal of the application. <br />Staff has prepared the referenced application and attached a copy <br />to this staff report. As proposed, the application requests a <br />$75,000 grant and reflects a $25,000 match. The match will be a <br />combination of in-kind services and funds already programmed for <br />economic development activities.
