MAY 18 1993 BOOK 89 F�{, . 564 <br />Proctor Barber stated that he was very much in favor of the <br />lights and has been pushing this project for over a year and a <br />half. The lighting is very much needed in this area for the safety <br />and protection of the residents, and for approximately 5 cents a <br />day, you can't beat the price. <br />There being no others who wished to be heard, Chairman Bird <br />closed the Public Hearing. <br />Commissioner Adams preferred Alternate #2. She pointed out <br />that the Minutes of the earlier meeting state that the escrowed <br />funds were part of a lot of other improvements for which the <br />developer had placed a bond and that staff had returned the bond <br />because the County had always established an MSBU in the past. <br />Director Davis reported that he had received a letter of <br />opposition from Mr. & Mrs. Hoffman who requested that the Board <br />consider this matter at a meeting held after 5:00 o'clock P.M. He <br />also received a letter of opposition from Mrs. Cagney, but he <br />believed that had been communicated this morning by Mr. Logatto. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously adopted <br />Ordinance 93-18, creating the Whispering Pines <br />Street Lighting District. <br />Commissioner Eggert wondered if we could establish a change in <br />policy on returning escrows before things were set up. <br />Robert Keating, Director of Community Development, explained <br />that we have made some substantial changes in the last few years, <br />the most significant of which is a certificate of completion for <br />subdivisions. The certificate insures that public works, utilities <br />and any other improvements have to be put in, and it requires some <br />signing and countersigning. He believed the situation is far <br />better controlled now and assured Commissioner Eggert that this <br />would not happen again. <br />23 <br />
