use would endanger public -health and safety; and that this use <br />would have a negative impact on neighborhood integrity. <br />Bob Baker, Fellsmere City Councilman, reported that at least <br />200 people have approached him at City Hall with their concerns on <br />this matter. He advised that Dr. Fischer's facility does chip as <br />well as burn. He urged the Board to disallow this use. <br />Greg Golien, stated that he lives 3 miles from Dr. Fischer's <br />facility and very seldom notices any smoke. Dr. Fischer's facility <br />is within 1/4 mile of.highly valued houses, and he believed this <br />thing about property values and the smoke leaving the area is not <br />necessarily true. He felt that because of the regulations in <br />place, the applicant should be allowed the facility he is <br />requesting. <br />Rene Herrera, Mayor of Fellsmere, stated that she was here <br />today to reinforce the letter of opposition she sent to <br />Commissioner Adams: <br />J11b, 1993 <br />The Honorable Fran B. Tree Service, Inc. -land <br />clearing debris burn facility <br />Dear Fran: <br />On April 12, 1993, I wrote a letter to Chairman Richey, Indian <br />River County Planning and Zoning Commission, which is attached <br />for your information. At the conclusion of the Planning and <br />Zoning Commission meeting the board voted three (3) in favor and <br />two (2) against the land clearing debris burn facilities special <br />exception use approval. <br />The City of Fellsmere, its residents and surrounding county <br />residents continue to strongly oppose the location of this site. <br />We are extremely concerned with the air pollution this site will <br />cause, the environmental impact and the traffic impact on County <br />Road 512. <br />40 <br />MAY J ij 1993 BOOK 89 pAUE 5 <br />
