because there are many safeguards. If the facility is not being <br />run properly, it can be shut down. Mr. Platt felt everyone is <br />losing sight of what they want the community to be. If his family <br />thought this was a major threat to the health of the community, <br />they would not have offered to sell them the land because they will <br />be retaining 150 acres there. <br />Mary Barber, resident of Fellsmere, presented a petition <br />signed by those in opposition to the burning facility. <br />Gary Smith, owner of 8 acres and a small horse farm, didn't <br />feel that humans or animals should have to breathe polluted air. <br />He also was concerned about the heavy trucks going over the small <br />bridges in the area. <br />Mary Carter, representing the Fellsmere Library Association, <br />suffered from chronic bronchitis and was afraid to have this <br />operation in the proposed location. She urged the Board to <br />consider the health problems of the elderly residents. <br />Attorney Clem stressed that they are not trying to push <br />anything down the throat of Fellsmere, noting that the site is very <br />remote. All they are asking for is a use that is permitted under <br />the Comprehensive Land Use Plan as a special exception. As far as <br />SWDD is concerned, there are no regulations in place at this time. <br />What staff wants to do has not been adopted yet, and he didn't <br />think the Board wanted staff to make policy. Attorney Clem <br />stressed the substantial financial investment that Mr. Fey is <br />making to establish another burn facility in this county to break <br />up the monopoly of the County's facility and Dr. Fischer's <br />facility. <br />Deputy Clerk Barbara Bonnah announced that the Clerk's Office <br />acknowleges the receipt of letters and petitions from 90 people who <br />oppose the burning facility. <br />There being no others who wished to be heard at this time, <br />Chairman Bird closed the Public Hearing on the special exception <br />use and conceptual site plan. <br />Chairman Bird explained that the Board would now adjourn to <br />sit as the Board of Commissioners of the Solid Waste Disposal <br />District and, after determining whether there is any ability to <br />permit another burn facility in this county under the District's <br />regulations, would reconvene sitting as the Board of County <br />Commissioners.
