Rison OJO(L <br />Senior Planner, Long -Range Planning <br />DATE: May 11, 1993 <br />SUBJECT: Indian River County Affordable Housing Advisory Committee <br />Membership Appointments <br />It is requested that the data herein presented be' given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of May 18, 1993. <br />DESCRIPTIONS AND CONDITIONS: <br />On April 6, 1993, the Board of County Commissioners adopted <br />Ordinance No. 93-13, which established the Indian River County <br />Local Housing Assistance Program and created the Indian River <br />County Affordable Housing Advisory Committee. At that time, the <br />Board also approved the Indian River County Local Housing <br />Assistance Plan which was subsequently transmitted to the Florida <br />Housing Finance Agency for compliance review. This Plan must be <br />approved by the Florida Housing Finance Agency in order for the <br />County to obtain state funds under the State Housing Initiatives <br />Partnership Program. <br />Recently, the County received notice that the- Florida Housing <br />Finance Agency had completed its .review of the County's Plan. <br />While the Plan was found adequate, subject to several minor changes <br />being made, Florida Housing Finance Agency guidelines require that <br />members of the Affordable Housing Advisory Committee be appointed <br />before a Local Housing Assistance Plan may be approved. Therefore, <br />the Board must now make appointments to the Affordable Housing <br />Advisory Committee in order for the County's Plan to be approved. <br />ANALYSIS: <br />Section VI of Ordinance No. 93-13 (codified as Section 308.07 of <br />the Indian River County Code), in compliance with Section 420.9076, <br />Florida Statutes, outlines the requirements of the Affordable <br />Housing Advisory Committee's structure and duties. This section <br />further requires that the members of the Committee be appointed by <br />resolution of the Board of County Commissioners. <br />In response to the mandated requirements, staff has prepared an <br />appointing resolution (Attachment "A") which identifies proposed <br />members of the Committee. As structured, the proposed committee <br />membership includes several previous members bf thb County's <br />Affordable Housing Advisory Committee. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners approve the <br />resolution appointing the members of the Indian River County <br />Affordable Housing Advisory Committee. <br />46 <br />MAY 18 1993 BOOK 89 FAcr 587 <br />
