The Chairman opened the public discussion on this matter. <br />Robert Schoen, mayor of the Town of Indian River .Shores, <br />discussed differences in acreage and ratio of commercial to <br />residential. He referred to Director Boling's memo and pointed out <br />that Paragraph 4.a. should be 25 percent rather than 20 percent, <br />and Paragraph 4.b. should be 3 to 1 rather than 4 to 1. <br />Rolf Bibow, 500 Beach Road, read aloud the following petition <br />with 1,041 signatures of citizens who are concerned about <br />commercial activity on the barrier island: <br />Indian River County has uniquely integrated the needs and resources <br />of its many different neighborhoods into a quality community with princi- <br />pally residential character. <br />This residential character is the major element that draws the new <br />residents, seasonal renters and tourists, who are vital to future economic <br />growth - including growth of jobs to the county. County officials have <br />repeatedly made major planning and zoning decisions reaffirming our resi- <br />dential character. <br />The changes made in the Land Development Regulations (RM -6 zoning) <br />in March of 1993 should be reversedas they will draw large scale hotel/ <br />motel, and other associated commercial development to the island. This <br />will dramatically change the residential character of the entire community, <br />and negatively impact our future. <br />At the same time, we do not oppose the Disney Project if it is <br />restricted to the size and scopeannounced to date. <br />(The Clerk's Office acknowledges receipt of the above petition <br />with 1,041 signatures.) <br />Robert Cairns, owner of property south of Sea Oaks, thought <br />the residential resort concept is appropriate in Indian River <br />County. He characterized John's Island as one of the finest <br />residential resorts with golf, ocean, river, and amenities that <br />everyone would love to have. He gave examples of several of the <br />residential developments on the barrier island which were not <br />successful and felt that residential resorts would not change the <br />character of that area. He was impressed with John's Island <br />residents' ability to create three amendments to the LDR which will <br />eliminate residential resorts from the barrier island completely. <br />He felt that would be disastrous because a residential resort would <br />have year-round use of the property and would provide activity in <br />the summer months.
