The properties to the east <br />have been altered by the changes in the neighborhood and it is no <br />longer a residential neighborhood. The OCR zoning district is a <br />compromise and he hoped that the rezoned property would not become <br />unusable because that type of use is not desirable with the heavy <br />industrial use across the street and to the north and south. He <br />opposed the Approval Alternative because he did not think that the <br />Florida Department of Community Affairs is capable of making minute <br />decisions like this; local government is responsible. <br />Commissioner Adams commented that the Comprehensive Plan is a <br />plan, and when changes occur, the plan must be changed accordingly. <br />Director Keating agreed, but cautioned that we must include <br />adequate data and analysis to support the Comp Plan amendment and <br />the change must be justified. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously (4-0, <br />Commissioner Macht being absent) adopted Ordinance <br />93-19, amending the land use element of the <br />Comprehensive Plan by enlarging the U.S. #1/Vero <br />Beach City limits to 8th Street Commercial/ <br />Industrial Node, as recommended by staff. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously (4-0, <br />Commissioner Macht being absent) adopted Ordinance <br />93-20, amending the Zoning Ordinance and the <br />accompanying zoning map from RS -6 to OCR, for the <br />property located on the west side of Old Dixie <br />Highway between 8th Street and 9th Street, as <br />recommended by staff. <br />COMMISSIONER EGGERTFS MOTION to include the Approval <br />Alternative in Ordinances 93-19 and 93-20 failed for <br />lack of a second. <br />County Attorney Vitunac clarified, and Director Keating <br />confirmed that the Ordinances amending the Land Use Element of the <br />Comprehensive Plan and amending the Zoning Ordinance will follow <br />the usual course and become effective when received by the <br />Department of State. <br />40 <br />
