Willcock Request to Amend the <br />Comprehensive Plan and to Redesignate Approximately 15 <br />acres from L-1 to C/I, and to Rezone from RM -3 to CL <br />(LURA 92-07-0122) <br />It is requested that the data --herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of May 25, 1993. <br />DESCRIPTION AND CONDITIONS <br />This is a request to amend the Comprehensive Plan and rezone <br />approximately 15 acres. Located on the east side of U.S. #1, <br />between 71st Street and 73rd Street, the subject property consists <br />of two separately owned parcels. The 8.8 acre northern parcel is <br />owned by Heskel Rorine, and the 6.3 acre southern parcel is owned <br />by L.R. Willcock. <br />The request involves changing the land use designation from L-1, <br />Low -Density Residential (up to 3 units/acre), to C/I, Commercial/ <br />Industrial_ Node, and rezoning the property from RM -3 to CL, Limited <br />Commercial District. The purpose of this request is to secure the <br />necessary land use designation and zoning to develop the property <br />with commercial uses. <br />Originally, the application. included a request that the entire <br />subject property be rezoned to CH, Heavy Commercial District. At <br />the Planning and Zoning Commission Public Hearing, however, the <br />applicant amended his application for the northern parcel from CH <br />to CL: Then, at the Board's Transmittal Public Hearing, the <br />applicant changed the requested zoning for the southern parcel to <br />CL. Therefore, the requested zoning for the entire subject <br />property is now CL. <br />On October 22, 1992, the Planning and Zoning Commission voted 5-0 <br />to recommend that the Board of County Commissioners deny this <br />request to redesignate and rezone the subject property. <br />On November 17, 1992, the Board of County Commissioners voted 4 to <br />1 to transmit the proposed land use amendment request to the State <br />Department of Community Affairs (DCA) for their review. Staff then <br />prepared an addendum (see -attachment 9) and.transmitted both the <br />proposed land use amendment request and the addendum to DCA for <br />their ninety day review. <br />Planning staff received DCAt's Objections, Recommendations, and <br />Comments (ORC) Report on March 15, 1993.
