expect to get a final permit next week. Mr. O'Haire contended that <br />the effluent field from the processing plant located just to the <br />north of the subject property and zoned Heavy Commercial- is not <br />compatible with residential property. Across the 6 -lane highway is <br />more commercial property. Citrus groves are located to the east <br />and that involves aerial and terrestrial application of herbicides, <br />which is not compatible with residential development. Mr. O'Haire <br />contended that it has been a minimum of 20 years since any <br />residential construction has occurred on U.S. 1 north of the city <br />of Vero Beach. The pattern has been set and this is a tiny enclave <br />within a stretch of 3 miles of OCR, CL, CH and industrial zoning. <br />Mr. O'Haire contended that if the property remains residential, the <br />property owners would be out of their minds to invest money to <br />improve the property as residential. If the Board denies this <br />request, the Board is telling these property owners that they are <br />free to continue to pay taxes on property which has no economically <br />viable or reasonable use. Mr. O'Haire submitted that the Board <br />must either let the owners use it reasonably or buy it from them. <br />Mr. O'Haire urged the Board to adopt the comp plan amendment and <br />grant the zoning change to the only reasonable use for the <br />property, C/L. <br />The Chairman determined that no one else wished to be'heard <br />and thereupon closed the public hearing. <br />Commissioner Adams recalled that Treasure Coast Regional <br />Planning Council recommended that the subject property be used for <br />a packing house, and when she reminded them that the citrus road is <br />being planned far to the west, they were redfaced. She agreed that <br />these parcels seem to be limbo areas squashed between heavy <br />commercial and OCR districts but felt this is a difficult decision. <br />Chairman Bird did not think we need more commercial zoning but <br />these parcels seem to be an enclave that perhaps was overlooked. <br />Commissioner Eggert was concerned about Ocean Spray moving <br />their effluent discharge field closer to the subject property. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissiiner Bird, the Board unanimously (4-0, <br />Commissioner Macht being absent) adopted Ordinance <br />93-21 amending the Land Use Element of the <br />Comprehensive Plan by enlarging the U.S. #1/77th <br />Street to 69th Street Commercial/ Industrial Node, as <br />recommended by staff. <br />65 <br />BOOK 89 F-AGc 666 <br />MAY 25 1993 <br />
