He <br />understood that what Mr. Pinto of f ers is that there may be some <br />legitimate grounds in the initiation of the dispute over the <br />location and the resolution of that dispute. He didn't think that <br />it is all that uncommon for charges to be put in abeyance because <br />the burden is essentially on the County, or the provider. He asked <br />Director Pinto if he thought that was a fair picture, and Director <br />Pinto answered that he felt that is a possibility. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Eggert, the Board unanimously tabled <br />this matter until the next available meeting and <br />requested staff to provide a sequential, <br />constructive documentation in digest form of the <br />initiation of all this with a recommendation as to <br />mitigation of that period from the entrance of the <br />dispute regarding the point of location until its <br />resolution, and any other mitigating f actors that <br />may appear. <br />Under discussion, Commissioner Eggert suggested that the <br />direction to staff should be to clarify the dif f erence between base <br />facility charge and the penalties, and Commissioner Macht explained <br />that is the purpose of the constructive series of digested <br />documentation. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
