WHITE <br />FRANCHISE COORDINATOR <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: NATOA COALITION TO DEFEND LOCAL GOVERNMENT ROLE IN <br />CABLE TELEVISION <br />BACKGROUND:, <br />At the National Association of Telecommunications Officers and <br />Advisors (NATOA) Conference, which Commissioner 'Macht, County <br />Attorney Charles Vitunac, and I attended in Covington, Kentucky <br />(April 26-27*, 1993), one of the topics discussed was the NATOA <br />Coalition to Defend Local Government Role in Cable Television. The <br />Coalition was established to protect the rights of municipalities in <br />their role as cable regulators, and to ensure that the cable <br />television industry does not overturn the rulings set forth in the <br />1992 Cable Television Act (see attachment). <br />ANALYSIS: - <br />As stated in the attachment, the legal cost of defending the <br />regulatory rights of local governments and the rights of cable <br />consumers is estimated to exceed $500,000-00 this year. NATOA <br />cannot* fund this entire cost itself, and is requesting that local <br />governments contribute to the NATOA/Local Government Cable Defense <br />Fund (a list of "Benefits to Jurisdictions Participating in Local <br />Government Cable Defense Fund" is outlined in the attachment). <br />RECOMMENDATION: <br />It is recommended that the Board of County <br />Commissionerd approve a contribution in the amount of $500.00 to the <br />NATOA Coalition to Defend Local Government Role in Cable Television. <br />This amount would be 'funded from Franchise Fee Account No. <br />004-234 -537 - 033.0 19. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commisgioner Adams, the Board unanimously approved a <br />$500.00 contribution to the NATOA Coalition to <br />Def end Local Governmdnt Role in Cable Television, as <br />recommended by staff. <br />8 <br />
