Commissioner Macht f elt that it would not 1�e good planning to <br />follow Alternative 3. - He suggested issuing a temporary use permit <br />until the property changes hands, but Deputy County Attorney <br />Collins advised it would not be legal for the County to do that. <br />Discussion ensued, and Deputy County Attorney Collins <br />confirmed that a six-month temporary use permit cannot be issued <br />under current regulations. <br />Chairman Eggert commented that even if a six-month temporary <br />use permit could be issued, the same problem would occur at the end <br />of six months. <br />Commissioner Macht felt that whatever the Board decides today, <br />we should direct staff to look into the possibility of a community <br />park in that area. <br />Commissioner Adams suggested that the event be held at the <br />fairgrounds. <br />Ms. Fletcher emphasized that many of the people do not have <br />transportation to go to the fairgrounds. <br />Larry Ray, 50th Street, Wabasso, objected to the fact that <br />somebody could complain about something without having to step <br />forward and be confronted about it. Mr. Ray felt that this event <br />has not caused any problems and will not result in other flea <br />markets up and down the highway. He contended that they cannot <br />move this to the fairgrounds because the elderly people who go <br />there could not tolerate the hot sun. Mr. Ray felt that it will <br />kill the town if the Board does not allow this to continue. <br />Further discussion ensued, and Deputy County Attorney Collins <br />advised that people can meet at the present location and socialize, <br />as long as it is kept informal and does not become a commercial <br />enterprise. Further, the County has the ability to grant licenses <br />for specific activities on County -owned property.
