Resolution Supporting National Estuary Program <br />The Board reviewed the following memo dated 6/28/93: <br />TO: James Chandler <br />County Administrator <br />FROM: Robert M. Keating, AICP AMK, <br />Community Development Director <br />DATE: June 28, 1993 <br />SUBJECT: NATIONAL ESTUARY PROGRAM <br />It is requested that the data herein presented be given f ormal <br />consideration by the Board of County Commissioners at their regular <br />meeting of July 6, 1993. <br />DESCRIPTION & CONDITIONS: <br />Two years ago, the Indian River Lagoon National Estuary Program <br />(IRLNEP) was established for the purpose of protecting and <br />restoring the Indian River. Funded primarily from the <br />Environmental Protection Agency (EPA), the program was created in <br />response to the Indian River having been designated as an Estuary <br />of National Significance. <br />With members on both the management and policy committees, Indian <br />River County is an active participant in the National Estuary <br />Program. Besides the County, a number of other public agencies <br />participate in the program. one such agency is the U.S. Fish and <br />Wildlife Service (USFWS). <br />At recent management and policy committee meetings, the USFWS <br />representative provided information on a new USFWS program which <br />complements National Estuary Program activities. As proposed,, this <br />program would target $200,,000 for the Indian River Lagoon in <br />FY1994, with the amount rising over five years to a maximum of <br />$1.25 million per year. Not only will this program complement <br />IRLNEP activities, it can potentially provide a source of funding <br />for NEP implementation activities after the IRLNEP sunsets in three <br />years. <br />According to the USFWS representative,, however,, the funding f or the <br />Indian River Lagoon portion of the program is in jeopardy.
