Chandler <br />County Administrator <br />D RTNENT HEAD CONCURRENCE: <br />ff4a <br />Robert Keat:rng AICR,-1 <br />Communit- elopme6i Director <br />-00- <br />FROM: Roland DeBlois, AICP <br />Chief, Environmental Planning <br />DATE: June 29, 1993 <br />RE: Request for a Resolution Endorsing a 50% Cost -Share <br />Partnership with the St. Johns River Water Management <br />District to Acquire the "Lowenstein/Salama Property" <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of July 6, 1993. <br />DESCRIPTION AND CONDITIONS <br />Over the past 2 1/2 years, the County Land Acquisition Advisory <br />Committee (LAAC) has evaluated approximately 30 sites for <br />characteristics warranting environmental protection by means of <br />public acquisition. As a result, LAAC has established a priority <br />list of 10 sites in the County. The "Lowenstein/Salama property" <br />is within the top five of that priority list. <br />The subject property is approximately ±139 acres of coastal <br />hammock, xeric scrub and estuarine wetlands south of and adjacent <br />to the Oslo Riverfront property. The Oslo Riverfront property was <br />jointly acquired by the County and the St. Johns River Water <br />Management District (SJRWMD) in 1991. <br />In December, 1992, the Board of County Commissioners concurred with <br />an endorsement by LAAC, and authorized staff to pursue a 50% cost - <br />share partnership acquisition of the Lowenstein/ Salama property <br />with the District. <br />Since that time, county staff have been in contact with District <br />staff in pursuit of cost -share monies for the subject property. <br />SJRWMD staff are now willing to move forward and present the cost - <br />share acquisition proposal to the District's Governing Board. The <br />matter has been scheduled for the Governing Board's July 14th <br />meeting agenda. <br />District staff have indicated that a County Commission resolution <br />endorsing a cost -share partnership acquisition of the Lowenstein/ <br />Salama property would be in the County's favor. For this reason, <br />staff is presenting the attached proposed resolution for the County <br />Commission's consideration. <br />ALTERNATIVES & ANALYSIS <br />The subject property is identified in the District's 1993 Five Year <br />Plan for potential acquisition within the Indian River Lagoon <br />basin.
