JUL — 8 Irnm BOOK 89 <br />UF9,92 <br />APPROVAL OF PEACETIME EMERGENCY PLAN AND DISASTER EVENT RECOVERY <br />PLAN <br />The Board reviewed the following memo dated 6/7/93: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandl nty Administrator <br />Co I <br />tei <br />FROM: Doug Wrigh irector <br />Emergency Services <br />DATE: June 7, 1993 <br />SUBJECT: Approval of Peacetime Emergency Plan and Disaster <br />Event Recovery Plan <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at <br />the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />Staff has been diligently working over the past year to review and <br />improve the Peacetime Emergency Plan and develop a Disaster Event <br />Recovery Plan. In the past, the Peacetime Emergency Plan included <br />some limited information regarding recovery operations. However,, <br />after reviewing the. lessons learned from Hurricane Andrew, it was <br />clear that the recovery'part of the plan needed major emphasis and <br />amplification in terms of specific information related to Indian <br />River County. <br />In the past several months, staff held eighteen (18) different <br />meetings with representatives from municipalities, various agencies, <br />organizations, and interested citizens to receive input and <br />information related to post disaster activities. The plans before <br />the Board today include the work product from those meetings as well <br />as information staff has gleaned from various seminars, conferences, <br />and regional meetings related to recovery activities from any natural <br />or manmade disaster. <br />Staff has made a concerted effort to develop the plans specific to <br />Indian River County on the Emergency Service Function (ESF) format <br />utilized in the Federal Response Plan. This was done for reasons <br />related to continuity of operations and ease of interfacing local <br />plans with plans the federal agencies involved in recovery operations <br />would be using in the event a disaster such as a hurricane should <br />make landfall in the county. <br />ALTERNATIVES AND ANALYSIS: <br />The documents submitted were prepared and submitted in draft form to <br />all local government entities, agencies, and organizationsJ, that <br />would have a vested interest in response and recovery issues and <br />operations. A period of time was given for review and/or response <br />for recommended changes in terms of plan improvement. A f inal <br />meeting was held to receive input or recommendations two weeks prior <br />to June 1. Since that time, the plans have been put into final form <br />and if the Board approves the documents, they will become the <br />blueprints for this county's response and recovery activities should <br />the worst event occur. <br />36 <br />
