Mr.- DePlessis contended that the residents asked for a delay <br />in the paving project because they knew that water would be coming <br />into the area within a few years. After learning that the project <br />would not be delayed, they contacted the road and bridge department <br />and asked if something could be placed under the concrete driveways <br />so they would not have to be torn up when the utility lines were <br />installed. The residents even offered to buy pipe to place under <br />the driveways. They were totally ignored on the whole subject. He <br />felt that a lot of this could have been prevented with proper <br />communication between County departments. <br />Mrs. Puffer commented that most of the residents on 35th <br />Avenue have just moved there within the past few years. The <br />original petition to have the road paved was submitted by the <br />previous homeowners, who have since sold their homes and no longer <br />live in the neighborhood. The new homeowners were denied their <br />request to delay the project. <br />commissioner Eggert asked, and Director Pinto responded that <br />it will be about ten years before the County extends the sewer <br />lines into that area. <br />Commissioner Adams felt that the County should make more of an <br />attempt to coordinate utilities and paving projects. She realized <br />that it is not possible to coordinate every project, but <br />communication should be established between the public works and <br />utilities departments. <br />There was further discussion, and Director Pinto agreed that <br />the ideal situation is to install utilities before the roads are <br />paved. However, that is not -always possible. <br />Administrator Chandler noted that the County is able to <br />coordinate more of these projects as utility lines are installed in <br />more areas. <br />Mrs. Durfee reminded the Board that the main reason the <br />residents requested this discussion was to discuss reduction of <br />their assessments, and that issue has not been addressed. <br />Director Pinto explained that a utilities assessment is based <br />on the total cost of a project. If the assessments are reduced for <br />the residents of 35th Avenue, all the other assessments would have <br />to be increased. The only other way to reduce an assessment would <br />be to find the money somewhere else. <br />Commissioner Adams directed staff to calculate the actual cost <br />of replacing the driveway aprons and sod on 35th Avenue and present <br />the information to the Board for further consideration. <br />22 <br />A f, <br />J 13 1993 BOOK 89 F-�'UF 104 2 <br />UP L <br />
