M TAI <br />AND STAFFED MANAGER 0 ASSE PROJECTS <br />BY: DEPARTMENT OF TY SERVICES <br />SUBJECT: WASTEWATER SERVICE TO 102ND TERRACE AND 99TH WAY <br />INDIAN RIVER COUNTY PROJECT NO. US -92 -36 -CS <br />RESOLUTIONS I AND II <br />BACKGROUND <br />On August 4, 1992, the Board of County Commissioners of Indian River <br />County unanimously authorized staff to proceed with engineering for <br />the design of the extension of utility lines on C.R. 512 from the <br />Sebastian Middle School to 1-95 to be funded through impact fees, <br />and the design of utility lines for 102nd Terrace to be funded by <br />assessment. On March 9, 1993, Resolutions I and II were approved by <br />the Board of County Commissioners, and a public hearing set for <br />April 27, 1993 was subsequently cancelled due to a necessary review <br />of the urban service area and commercial node boundary, property <br />outside of which was removed from the assessment. Design service is <br />again under way, and we are ready to resume the assessment process <br />associated with this project (see attached agenda item and minutes). <br />ANALYSIS <br />Attached are Resolutions I and II for the assessment project. Ten <br />properties will benefit from the service on 102nd Terrace and 99th <br />Way. This project is to be paid through the assessment of <br />properties benefitting along the proposed wastewater line route. In <br />the interim, financing will be through the use of impact fee funds. <br />The total estimated construction cost, including engineering and <br />administration of the project, is $180,554.00. However, the amount <br />the property owners will be assessed, excluding the costs of a <br />regional lift station associated with this project, is $106,854.00. <br />The projected cost per square foot is $0.044385. The attached map <br />displays the area to benefit from the assessment project. (Attached <br />is a breakdown of costs for the nonassessed portion.) <br />A portion of the construction of this project shall be through a <br />developer's agreement with Macho Products, which will be submitted <br />to the Board of County Commissioners for approval in July 1993. <br />RECO—MMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached resolutions and <br />set the public hearing date. <br />41 <br />
