Chandler <br />County Administrator <br />DEPARTMENT HEAD CONCURRENCE: <br />Robert Keating, ICP <br />Community Develloopmuen irector <br />FROM: Roland DeBlois, A CPP <br />Chief, Environmental Planning <br />DATE: July 12, 1993 <br />RE: Land Acquisition Guide Revisions <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of July 20, 1993. <br />DESCRIPTION AND CONDITIONS <br />Background <br />On May 7, 1991, the Board of County Commissioners approved the <br />Indian River County Land Acquisition Guide. Since that time, the <br />Guide has been used by the County Land Acquisition Advisory <br />Committee..(LAAC) as its main procedural document relating to <br />environmental land site selection and funding recommendations. <br />Page 3 of the Land Acquisition Guide provides for an amendment and <br />updating procedure with reference to Guide maintenance. Although <br />minor amendments in the form of memoranda have been approved, no <br />substantial revisions to the Guide have occurred since it -was <br />adopted by the Board of County Commissioners in May, 1991. <br />The Guide also provides that "after one year of implementation of <br />the Land Acquisition Guide, the Advisory Committee shall reconvene <br />and review all changes (minor and substantial), with issuance of a <br />revised Guide, if warranted". Because there were no substantial <br />changes to consider after one year, however, a revision of the <br />Guide did not occur. <br />In the past year, a number of actions have occurred which now <br />warrant consideration of a substantial revision to the Guide. These <br />actions include Board Resolution 92-58, which was adopted to <br />supersede and clarify Resolution 90-104, relating to the purpose of <br />LAAC, and the passage of the $26 million bond referendum. Also, <br />now that the County is actively pursuing matching funds from <br />various state programs, it is prudent to review the Guide for <br />consistency with state acquisition procedures. <br />For these reasons, county staff - with volunteered expert advice <br />from The Nature Conservancy - have drafted revisions to the Guide <br />for the Board to consider. <br />12 <br />
