r JUL 2 0 1993 <br />BOOK 90 PAGE 17 <br />Commissioner Eggert questioned the section of the guide titled <br />"Private Group/ Cooperative Acquisition" on page 24 of the guide. <br />She wanted to be sure that the Board of County Commissioners retain <br />control in making decisions regarding purchases. <br />Environmental Planning Chief Roland DeBlois felt that detail <br />is covered in the section titled "Purchase Negotiations with Profit <br />and Nonprofit Organizations" wherein it states that nothing shall <br />be final until a decision is reached by the Board. <br />Commissioner Macht noted that the operative word is <br />negotiations, and the conclusion will lie within the usual <br />mechanism of the County. <br />Commissioner Eggert then addressed the section titled "Phase <br />6: Acquisition Listing/ Work Plan/ Negotiations" on page 36 of the <br />guide. She specifically pointed out the sentence, "Properties <br />recommended for the Acquisition List by the Committee should be <br />reported to the Board of Commissioners by county planning." She <br />asked whether this means the list will be presented to the Board <br />for approval, or simply reported like information. <br />Mr. DeBlois drew the Board's attention to page 37 of the guide <br />where it states, "Appraisals will be conducted by independent <br />appraisers on master contract with the County as approved by the <br />Board of County Commissioners." He felt the intent is that the <br />Commission would approve the appraisals. <br />Commissioner Eggert felt that there was a step missing between <br />the Board receiving the list and the appraisal process. <br />Community Development Director Bob Keating agreed that the <br />wording states that the properties are recommended, or reported, so <br />actually the Board receives a list of recommendations. <br />Commissioner Eggert wanted to be sure that property is not <br />appraised until the Board authorizes that appraisal. <br />Mr. DeBlois suggested a change in the language as follows: <br />"Properties recommended for the Acquisition List by the Committee <br />shall be submitted to the Board of County Commissioners for <br />approval," and Commissioner Eggert agreed. <br />Commissioner Macht commended staff for developing an excellent <br />document. He was concerned that in dealing with $26 million we <br />must have all procedures in plain sight and that the public will be <br />fully informed at all times. <br />Chairman Bird asked, and Mr. DeBlois outlined the procedure as <br />follows: <br />1) In the normal cycle, submittals would be presented to the <br />Committee on an annual basis at the beginning of the fiscal year, <br />allowing for special exceptions and emergency acquisitions. <br />14 <br />
