PINTO (J� <br />DIRECTO OF UTILITY ES <br />PREPARED WILLI MCCAIN <br />AND STAFFED CAP NGINEER <br />BY: DE OF UTILITY SERVICES <br />SUBJECT: SOUTH COUNTY R.O. PLANT ODOR CONTROL PILOT TESTING <br />With the recent construction of the south county park adjacent to <br />the South County R.O. site and the upcoming construction of the <br />south county school opposite the park, the Utilities Department must <br />proceed with the installation of an odor control system at this <br />water plant immediately. Based on the recent success of our brine <br />treatment system (previously developed by a joint effort between <br />utility staff and our consultant, Camp Dresser and McKee), we feel <br />this same technology can be applied to an odor control system at a <br />substantial cost saving over that of a conventional odor control <br />system. We are now in front of the Commission requesting <br />authorization to proceed with a pilot test of our proposed treatment <br />system. <br />ANALYSIS <br />The brine treatment system previously developed primarily removes <br />H S from the water stream by converting it to a nongaseous form. <br />B9th the consultant and staff feel it will perform the same function <br />prior to degasification of our product water, thus eliminating odor <br />problems. Attached is a work authorization with CDM to assist in <br />performing the required pilot test and analysis (see attached work <br />authorization and detail in scope of services). The cost negotiated <br />with CDM is a lump sum of $5,000.00, with a $2,500.00 contingency to <br />be authorized by the Utilities Director in writing if additional <br />analysis is required over and above what is anticipated. We also <br />estimate the lab and materials costs will not exceed $3,500.00. <br />Funding for this work will be from the water continuing services <br />fund. <br />46 <br />
