CHASTA C./ <br />AND STAFFED MANAGER OF ASS PROJECTS <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: WATER SERVICE TO 102ND TERRACE AND 99TH WAY <br />INDIAN RIVER COUNTY PROJECT NO. UW -92 -35 -DS <br />RESOLUTION III PUBLIC HEARING <br />On July 13, 1993, the Indian River County Board of County Commissioners <br />approved Resolution I, 93-120, and Resolution II, 93-121. Resolution I <br />contained the preliminary assessment roll describing the project and <br />cost. Resolution II set the date of the public hearing for the subject <br />project. Property owners have been notified of the public hearing by <br />certified mail. Resolution 93-120 was published in the Press Journal on <br />July 19, 1993. (See attached agenda item and minutes of the above <br />meeting.) <br />Design of the water distribution system is complete. An informational <br />meeting was held with the property owners on July 22, 1993. Approval of <br />the attached Resolution III will confirm and approve the preliminary <br />assessment. The attached map displays the area to benefit from the <br />assessment project. The total estimated cost to be assessed is <br />$165,810.00. The assessment cost per square foot is $0.068874. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Resolution III, which affirms the <br />preliminary assessment on the subject project. <br />Commissioner Adams announced that Mr. Milligan, owner of a <br />large parcel in the affected area, requested that the hearing be <br />continued until next week because he was out of town and unable to <br />be here today. <br />Discussion ensued, and it was decided that the Board would <br />hear from any who wished to be heard today, and the hearing would <br />be continued next week so that Mr. Milligan and anyone else who <br />could not be here today will have an opportunity to be heard. <br />Utility Services Director Terry Pinto recounted that some time <br />ago, the Board took action to extend the main water and wastewater <br />24 <br />
