US -92 -36 -CS <br />RESOLUTION III PUBLIC HEARING <br />BACKGROUND <br />On July 13, 1993, the Indian River County Board of County Commissioners <br />approved Resolution I, 93-122, and Resolution II, 93-123. Resolution I <br />contained the preliminary assessment roll describing the project and <br />cost. Resolution II set the date of the public hearing for the subject <br />project. Property owners have been notified of the public hearing by <br />certified mail. -Resolution 93-122 was published in the Press Journal on <br />July 19, 1993. (See attached agenda item and minutes of the above <br />meeting.) <br />ANALYSIS <br />Design of the wastewater collection system is complete. * An <br />informational meeting was held with the property owners on March 23, <br />1993. Approval of the attached Resolution III will confirm and approve <br />the preliminary assessment. The attached map displays the area to <br />benefit from the assessment project. The total estimated cost to be <br />assessed is $106,854.00. The assessment cost per square foot is <br />$0.044385. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Resolution III, which affirms the <br />preliminary assessment on the subject project. <br />Attorney McKirchy, expressed the following concerns about the <br />wastewater assessment: <br />• He understood that the organizations with package plants <br />will not be assessed for the project -at the same rate as <br />the other property owners. <br />• The wastewater pipes will be too small to accommodate <br />large volume industrial use. <br />Chairman Bird indicated that Attorney McKirchy's concerns will <br />be addressed next week. <br />28 <br />
