AUG 171993 Boa 90 FnE2.34 <br />SELECTION OF CONSULTANT FOR 800MHz PUBLIC SAFETY TRUNKING RADIO <br />COMMUNICATIONS STUDY <br />The Board reviewed the following memo dated 8/9/93: <br />TO: Board of County Commissioners <br />THROUGH: Jim Chandl, C unty Administrator <br />FROM: Doug Wright,` irector <br />Emergency Services <br />DATE: August 9, 1993 <br />SUBJECT: Selection of Consultant For Comprehensive 800MHz Public <br />Safety Trunking Radio Communications Study - RFP #3113 <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at <br />the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />On June 8, 1993, the Board of County Commissioners authorized staff <br />to proceed with the process of selecting a consultant to complete a <br />comprehensive 800MHz Public Safety Trunking Radio Study to include a <br />review of existing communications equipment. <br />The Purchasing Department advertised RFP #3113 on June 30 and July 7, <br />1993, and the request was sent to fourteen (14) firms. A total of <br />five (5) responses to the RFP was received and opened July 21, 1993. <br />A selection committee was designated on July 26, 1993, and <br />subsequently approved by County Administrator Jim Chandler. The <br />selection committee consisted of the following individuals: <br />Earle Petty, Chief of Police, City of Sebastian <br />Terry Williamson, Captain, Vero Beach Police Department <br />John Gisler, Captain, IRC Sheriff's Department <br />Otis Humanes, Fire Chief <br />Tim Phalen, Assistant EMS Chief <br />Howard Rent, Chief, Fellsmere Police Department (Absent) <br />Doug Wright, Director, Emergency Services <br />Tommy Boisvert, Indian River Shores Public Safety Director (Absent) <br />Don Klein, Director of Technology, School District <br />John Ring, Emergency Management Coordinator <br />The five (5) firms who responded to the RFP were as follows: <br />Omnicom, Inc., Tallahassee, Florida <br />Green Consultants, Vero Beach, Florida <br />Raymond C. Trott Consultanting Engineers, Inc., Irving, Texas <br />Pallans Associates, Coral Springs, Florida <br />Henkels & McCoy, Inc., Blue Bell, Pennsylvania <br />The five firms were formally interviewed on'August 6, 1993, and at <br />the conclusion of the interviews, the selection committee ranked the <br />consultants as follows: <br />1. Pallans Associates <br />2. Omnicom, Inc. <br />3. Raymond C. Trott Consultanting Engineers, Inc. <br />4. Henkels & McCoy, Inc. <br />5. Green Consultants <br />42 <br />
