This year the governing board determined <br />that the proposed increase is necessary, and that .55 mills is not <br />too great a burden on taxpayers. He stressed that it will cost <br />taxpayers a lot more money 10 or 20 years from now if we do not <br />take care of our water resources today. Another problem is the <br />state was paying 80% of all costs but in 1990 stopped all funding <br />to the District. <br />Commissioner Tippin pointed out that it is getting to be a <br />serious problem with the state continually passing costs on to <br />local government. <br />Bill Koolage, 815 26th Avenue, felt that the public needs more <br />information about how costs are allocated, how we arrived at this <br />millage rate, how much the water 'supply depends on the headwaters, <br />and how much water we use in this county.
