Chandler <br />County Administrator <br />DE HT HEAD CONCURRENCE: <br />Obert Keat ng, CP <br />Community Develo ent rector <br />FROM: Roland DeBloisP <br />Chief, Environmental Planning <br />BOOK , 90 FAA19 <br />DATE: August 17, 1993 <br />RE: Selection of Appraiser to Conduct "Ballpark" <br />Appraisal of Lost Tree and Prang Islands for <br />FCT Grant Application Submittal <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of August 24, 1993. _ <br />DESCRIPTION AND CONDITIONS <br />At. its regular meeting on July 6, 1993, the Board of County <br />Commissioners voted unanimously to authorize staff to submit two <br />separate Florida Communities Trust (FCT) grant applications, for,, <br />cost -share funds to acquire the Lost Tree Islands and the Prang <br />Islands, with the County proposing to pay 60% of acquisition costs. <br />At the July 6; 1993 meeting, the Board also authorized a "ballpark" <br />appraisal of these properties, to be conducted by an MAI certified <br />appraiser for purposes of the FCT application submittal. The <br />submittal of these applications with certified appraiser ballpark <br />estimates has been endorsed by the County Land Acquisition Advisory <br />Committee (LAAO). <br />Staff have since received three bids from local certified <br />appraisers for an appraisal estimate of the islands. This matter <br />is presented to the Board for approval of appraiser selection and <br />for authorization to expend funds for this purpose. <br />ALTERNATIVES & ANALYSIS <br />Time Constraints and Assumptions <br />As presented at the July 6,'1993 Board meeting, The FCT program <br />requires an applicant to submit an accurate estimate of property <br />fair market value. State requirements, however, discourage formal <br />appraisals of property for this purpose. <br />The FCT application submittal deadline is September 8, 1993. FCT <br />staff have indicated that the County could submit revised property <br />cost estimates within a few weeks following formal application <br />submittal. For this reason, the selected appraiser must be capable <br />of providing a "ballpark" estimate within an approximate 3 to 4 <br />week time period. <br />The Lost Tree and Prang Islands are particularly challenging to <br />appraise, due to a number of variables. These variables include <br />the State's present moratorium on bridge and utilities access to <br />undeveloped river islands over state sovereignty waters; local <br />government restrictions on the use of public rights-of-way for <br />bridgeheads, and pending court cases on these subjects.. Also, Lost <br />Tree Village Corporation has indicated that it owns submerged <br />bottomlands extending to the barrier island relating to three of <br />Lost Tree's islands, which cannot be fully researched and verified <br />22 <br />_ M M <br />
