PUBLIC DISCUSSION - REQUEST FROM JUDY WAGNER TO DISCUSS ANIMAL <br />CONTROL ORDINANCE <br />The Board reviewed memo from Emergency Services Director Doug <br />Wright to County Administrator Jim Chandler dated August 20, 1993: <br />TO: Jim ChandlYirector <br />my Administrator <br />FROM: Doug Wrigh <br />Emergency Services <br />DATE: August 20, 1993 <br />SUBJECT: Request from Judy Wagner to Appear Before Board of County <br />Commissioners to Discuss the Animal Control Ordinance <br />After the attached letter was received at the Board of County <br />Commissioners Office on August 13, 1993, I met with Judy Wagner of <br />1045 19th Avenue, Vero Beach, Florida, to ascertain if I could answer <br />any questions or provide her with information concerning the Animal <br />Control Ordinance. <br />Although she had several concerns, Ms. Wagner conveyed to me with <br />emphasis, that she feels the Animal Control Ordinance is not strong <br />enough in that - it does not require an animal (dog or cat) to be <br />restrained on a leash even if it is on its owners property. She felt <br />she needed to advise the County Commission directly regarding her <br />concerns. Ms. Wagner has had problems in and out of her neighborhood <br />with animal control related complaints and she feels the existing <br />ordinance needs to be amended as stated above. <br />Since this issue would appear to restrict activities on private <br />property, I have referred the matter to the County Attorney's Office <br />for further review and advice to you and the County Commission as is <br />deemed appropriate. <br />Ms. Wagner has formally requested to appear before the County <br />Commission under Public Discussion matters on September 7, 1993. She <br />was informed that unless she is advised differently, her request <br />would be granted pending formal approval by the County Administrator. <br />Judy Wagner, 1045 -19th Avenue, Southwest, came before the <br />Board and made the following presentation: <br />Mr. Chairman, Members of the Board: <br />My name is Judy Wagner and I appreciate the opportunity to <br />speak with you and voice my concerns. <br />First of all I feel that if <br />spend $200,000. a year for <br />the authority to do what is <br />Ordinance as it is written <br />or her hands tied, which is <br />and cats, their loose! <br />Indian River County is going to <br />animal control they should have <br />needed.
