Staff does not believe that a pedestrian <br />overpass could be constructed in a manner which would be <br />aesthetically compatible with the surrounding area. <br />Given the requirement that special exception uses be <br />found compatible with the surrounding area by the Board <br />of.County Commissioners, it is staff's opinion that the <br />use of a pedestrian overpass should not be allowed on the <br />grounds that such a structure would be incompatible with <br />the area. <br />*Below -Grade Crossing: Staff is in favor of a below - <br />grade crossing provided in the vicinity of the main <br />entrance. In staff's opinion, such a pedestrian under- <br />pass would provide safe, efficient, convenient, and <br />aesthetic means for large numbers of pedestrians to cross <br />S.R. A -1-A. As previously indicated in this report, the <br />applicant has committed to the below -grade (tunnel) <br />option. <br />There are two issues which affect the timing of the <br />tunnel construction. These issues include the <br />construction timing of project amenities and units on the <br />west side of S.R. A -1-A, and the timing of forthcoming <br />S.R. A-1-A/CR 510 intersection and S.R. A -1-A <br />improvements. In regards to the project development <br />timing issue, staff and the applicant agree that the <br />tunnel should not be required for employee parking and <br />service facilities to be constructed on the northeast <br />corner of parcel C. Staff and the applicant also agree <br />that prior to issuing a C.O. (Certificate of Occupancy) <br />for any amenity or residential unit constructed on the <br />west side of S.R. A -1-A, the tunnel should be <br />constructed. In regards to the timing of forthcoming <br />county improvements to the S.R. A-1-A/CR 510 intersection <br />and to S.R. A -1-A, it is staff's opinion that the tunnel <br />should be constructed in coordination with construction <br />of the intersection and S.R. A -1-A improvements. The <br />applicant is working with the public works director to <br />discuss the timing and coordination of the proposed <br />county improvements and the project -related traffic <br />improvements (including the tunnel). <br />Regardless of which crossing option (or options) is <br />allowed by the Board of County Commissioners, the <br />applicant will need to obtain an MOT permit for the S.R. <br />A -1-A pedestrian crossing. <br />24. MOON RIVER/CORALSTONE BEACH ACCESS: Currently, there is a <br />beach access easement for the Moon River/Coralstone project <br />which bisects the Disney project site. Existing improvements <br />within the easement consist of a path and dune crossover. The <br />applicant has indicated that tentative plans are to leave the <br />existing Moon River/Coralstone beach access easement in its <br />present alignment. The applicant, however, has not precluded <br />the option of relocating the easement in the future, in <br />accordance with the provisions of the recorded easement. Any <br />future plans to relocate the easement would require a minor <br />revision to the conceptual plan that could be handled at a <br />staff level. <br />25.
