This response is for Item #3 of this change which relates <br />to changes directed by the Building Department and the Fire Marshall and Item #4 <br />which was the rerouting of the 24 inch storm sewer. <br />A major impact on the review of this project was the adoption of new budding codes by <br />the City of Vero Beach on August 17, 1992 with our project being submitted for <br />Permitting in September 1992. Prior to that date NFPA 1985 edition was used in lieu of <br />the 1991 edition and the Standard Building Code 1988 edition was used in lieu of the. <br />1991. Our design team was not advised of any anticipated change. _ <br />Roughly half of the change in Item #3 relates to the addition of the six pairs of fire <br />doors and the associated wall, ceiling and hardware changes around the atrium. These <br />were required by the Building Department and the Fire Marshall after their final review <br />Of the documents. Our design team with the Building Department, during discussions in <br />November of 1991, had reached agreement on the method of calculation for number of <br />occupants in the building and our design was changed at that time from four exit stairs to <br />two. Further review was done by the Fire Marshall's office in the summer of 1992 of this <br />design with no comment of any potential problem related to stairs. Upon submittal for <br />permit, both departments determined that a different method of calculating occupancy <br />was necessary causing the requirement for an additional exit stair. This was <br />accomplished by enclosing the atrium for utilization of that stair. <br />Other changes requested by this group were the mechanical and electrical items and fire <br />protection changes. These related to: <br />• Relocation of two fire hose cabinets and addition of one hose cabinet. <br />• Additional exit signs requested by the Fire Marshall which are beneficial but in <br />our engineer's opinion were not_ required. <br />• Exterior fire alarm audio/visual devices required by Fire Marshall which are <br />beneficial but in our engineer's opinion were not required. <br />• Smoke detectors added in the atrium after discussion with Fire Marshall. <br />• Upgrade of fire alarm audiovisual devices for compliance with the requirements <br />of ADA since products meeting the new code were not available to be included in <br />the. bid documents. <br />Item #4, rerouting of the 24 inch storm sewer, was a result of some interference with <br />building footings and the determination that, in the long term, it would be beneficial to <br />route the storm drainage around the comer of the building instead of through the <br />sallyport. <br />56 <br />
