M M' M <br />A selection committee was designated on July 26, 1993, and approved <br />by County Administrator Jim Chandler. The five firms were <br />interviewed on August 6, 1993, and at the conclusion of the <br />presentations, the committee ranked Pallans Associates as number one. <br />On August 17, 1993, the Board authorized staff to proceed with <br />negotiations for a contract with Pallans Associates. <br />Negotiations have been completed and a proposed contract is now <br />before the Board for consideration. The original price quoted by <br />Pallans Associates in the RFP was $5,655.00, plus reimbursables, to <br />complete Phase I and II of the scope of work. Rather than have a <br />contract that is somewhat open ended and the fact that considerable <br />time will have to be spent in the county working on this project, <br />staff opted for a not -to -exceed price to complete the two phases <br />noted. The contract price proposed to the Board is a cost not to <br />exceed $6,000 for the two phases, with the study to be completed <br />within 100 days. <br />Pallans Associates will not be entitled to receive reimbursement in <br />the form of mileage, lodging, meals, administrative expenses, or any <br />other costs that exceed $6,000.00. Funding for the project will be <br />from existing funds of the fire and EMS budgets. No additional <br />funding is being sought from the Board for the communications study. <br />ALTERNATIVES AND ANALYSIS <br />References have been checked on Pallans and Associates with very <br />favorable remarks. It should be noted that he is- a full time <br />employee of Dade County as Communications Projects Manager. He has <br />conveyed to staff that he has and will have ample time to complete <br />the study and no conflict will occur since he will be on leave during <br />his work in this county. <br />Pallans is a communications engineer with a substantial history of <br />experience in the communications field. His references were totally <br />favorable and he has demonstrated an ability to deliver his <br />consulting projects on time and within budget. He is also a <br />frequency coordinator for APCO and is managinga $50 million dollar <br />communications project for Dade County. <br />Staff recommends the Board approve the contract for $6,000 with <br />Pallans Associates and authorize the Chairman to execute the <br />necessary documents. <br />Commissioner Macht questioned whether it would be good <br />practice to hire an employee from another government entity, and <br />Attorney Vitunac advised that there is no problem in our procedures <br />in hiring him if it is in the best interest of our county. It may <br />be that it is not in the best interest of Dade County to have him <br />do the study, but that is their problem. <br />29 <br />a W <br />BOOK 90 F -Au. <br />
